With reference to paragraph 3 of my secret despatch of the 1st December, 1914, I have the honour to inform you that I ar satisfied that the association of an European Police Officer of the Indian Police with the Indian Police Contingent would be likely to be of great value, an opinion in which Ir. Lesser concurs, and as I now see my way clear to make, with your approval, sufficient economies in the personal emoluments of the Police Force by (a) a reduction in the Indian Contingent and corresponding numerical increase in the less expensive Chinese Contingent and (b) a slight reduction in the number of European Constables, to cover the expend- iture likely to be incurred in engaging an European Officer of the Indian Police to assist in the charge, under the Captain Superinten- dent of Police, of the Indian Police Contingent, I shall be glad if you will approve Lieut.-Colonel Moberly's suggestion and approach the Indian Government on the subject, and ascertain what salary should be offered for a thoroughly capable officer of at least 8 years standing in the Indian Police Service. I would then submit a scheme to you for covering the cost of the salary together with particulars of the office.

I may state here that this Goverment would be will- ing to make a contribution towards the officer's pension under the Indian Government.

The number (which may be somewhat reduced) of the Indian Contingent is at present 2 Jemadars, 3 Sergeant-Majors, 20
